The name I̽ti Qël Vrët is derived from the Wood Elvish language, as I̽ti Qël Vrët was founded by Gwaingwen Drilriash, who was culturaly Wood Elven.
Climate
I̽ti Qël Vrët has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 11°C (51°F). I̽ti Qël Vrët receives an average of 273 cm/y (107 in/y) of precipitation, most of which comes in the form of rain during the summer. I̽ti Qël Vrët covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2336 m (7664 ft) above sea level.
Overview
I̽ti Qël Vrët was founded durring the early 13th century in fall of the year 1203, by Gwaingwen Drilriash. The establishment of I̽ti Qël Vrët suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
I̽ti Qël Vrët was built using the conventions of Wood Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and I̽ti Qël Vrët is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
I̽ti Qël Vrët is buildings are arranged arrounded a highly ordered system of crampt flagstone streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The frontieer-style defences has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
I̽ti Qël Vrët has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled I̽ti Qël Vrët ’s existence has dried up and the town is drifting down the stream of history as it dries up. The people are clearly worried about something, and everyone is either wearing a weapon or has one close at hand. Your gut tells you it’s not mere fate which has caused this town to begin failing...
Civic Infrastructure
I̽ti Qël Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within I̽ti Qël Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for I̽ti Qël Vrët's parks.
I̽ti Qël Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within I̽ti Qël Vrët.
I̽ti Qël Vrët has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
I̽ti Qël Vrët has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
I̽ti Qël Vrët has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
I̽ti Qël Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain I̽ti Qël Vrët's public wards, blessings, and other arcane systems.
I̽ti Qël Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. I̽ti Qël Vrët's grid is powered by a god's will and kindness.
I̽ti Qël Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for I̽ti Qël Vrët's natural decorations nor waterways.
I̽ti Qël Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
I̽ti Qël Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
I̽ti Qël Vrët is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.
I̽ti Qël Vrët's bank was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.
Due to the actions of local Kami, winter is recurring in I̽ti Qël Vrët.
The Skunk near I̽ti Qël Vrët are known to be more aggressive than normal.
I̽ti Qël Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sex to channel Enchantment energies of tier 2 via speaking in tongues.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job.
